This 2004 mini cooper came to me with a central locking fault and this is a video of what i found.

Pull the interior handle once to see if it unlocks the door.
1st wind the glass down and turn the key in the driver door twice in clockwise direction to lock at the sound of the second click try try opening the door thru the window passenger manually.
If all this is working fully secure the actuator to the door by tightening the torx screws to hand tight about 14 lb ft torque.

You can get all the passenger doors open this way until you decide to change central lock system.
The second pull should then open the door.

From what i have seen it seams to be a lubrication issue.
Use the push rod to lock the door.
Try putting your finger on the lock pin and see if you can feel the motor trying to move if it is then lubrication is what it needs though.
Within 30 seconds of removing the key press and hold the lock and unlock buttons at the same time the mini button in the middle is the lock button and the button nearest the key blade is the unlock button.
These come as factory standard for brands like volvo and bmw including the mini cooper.
As a result the car door won t open from inside or outside.
